I do not think it necessary not to have associated projects running in
parallel. There is a greater difficulty of managing them and it may
extend the time to complete the compiler itself; but the enrichment of
tool sets available may be worth it.

i think compiler (translator) language completeness and standards
conformance
should be completed before external stuff like data bases, odbc and the
like.
