[open-cobol-list] CVS updated - cc/ld options in config.h

CVS updated.
Modify configure process to provide defines in config.h
for exporting symbols and PIC code.
Generates defines for :
COB_EXPORT_DYN and COB_PIC_FLAGS

These plus possibly others will eventually be used in cobc.c
to propagate to the compiler/linker.

I would like feedback as to what is generated for other than
Intel/Linux.
