[GnuCOBOL-users] Emacs COBOL-mode on ELPA

Hello All!

Since there is a fancy new mailing list I would like to make use of it
by asking Edward Hart if he could upload his Cobol-mode to GNU ELPA.
Curently it sits in a forum post on the open-cobol forums, and as a gist
(whatever that is) on github.

It would be great to have this easily available in GNU Emacs for someone
such as myself who refuse to use anything but Emacs :)
