Works for you is one thing.

Yup. Getting it to work for everyone is quite hard. I suspect the
answer has to be device driver specific.
The problem is many GPS report, in a single cycle, the fix quality
in different ways. gpsd has to merge them into a final mode. That
is hard to do.

We discuss it, then try solutions, with a close eye on the regressions.
The regressions keep us from making a lot of mistakes.
