Since no samples have come, I applied a patch anyway.

It can not be very common, of all the UBX data captures in the regressions,
none showed this issue.  If you ever capture an example, send it along.

None of the UBX regressions has an example of 360 == az in NAV-SVINFO,
So I left NAV-SVINFO as is.

I'll push to git head later today.
