Yes.  Every GPS spec we have seen says that the 1PPS should be ignored
if there is no fix.  YMMV.

I do not believe a 3D fix is required, just a 2D fix.  You could patch
the code to remove the check.

Maybe there is a middle ground, does your GPS output any indication
when the 1PPS is good/bad?
