I'm not an scons or cross-compiling guy, maybe someone can chime in on
those topics.

Have you considered just natively compiling on your target, or something
similar?

For $35 you aould get a RasPi2, put your code there, and native compile.
That would build just like you native built on your laptop.  Link
everything static, then just copy the gpsd binary to your target.

My RasPi2 is about as fast as my 5 year old netbook, so not really an
inconvenience to native compile anymore.
