If ppscheck can not see the PPS, the gpsd can not see the PPS, so
you know ntpshmmon will see no PPS output from gpsd.

Get ppscheck running first.
OK, so I get this

address@hidden:~# ppscheck /dev/pps0
# Seconds  nanoSecs   Signals
PPS ioctl(TIOCMIWAIT) failed: 25 Inappropriate ioctl for device

A quick google does not help either.

ls -l
address@hidden:~# ls -l /dev/pps0
crw------- 1 root root 245, 0 Nov  9 13:41 /dev/pps0

and from dmesg

address@hidden:~# dmesg|grep -i pps
