Yes.  But what pip does was out of our control until very recently.
We are trying to get it fixed.

I build from scratch on embedded systems many times a day.  Not
painful at all.

3.15 is from 2015-06-03.  Dunno what the "-build1" means.

Better, but that depends on what GNSS receiver you have, how many known
bugs you want to tolerate, and if you want support.
