gpssnmp can work as a "pass-through script" with snmpd. To

# configure pass-thur of GPSD-MIB to gpssnmp

That only works if you did the gpssnmp configuration above.

You also forgot to install the GPSD-MIB. Where it goes is system
dependent. On Gentoo it goes here:
/usr/share/snmp/mibs/GPSD-MIB
