gpsd: 3.22 in scaled mode.
Message 1: The COG value == 3600 interpreted by gpsd as 360, but not
null. https://www.navcen.uscg.gov/ais-class-a-reports
It is a bug.
All Message 1 in attachment has COG == 3600.
