Fairlu common. I prefer the socket method.

gpsd needs both GPS input and pps. You have no GPS device, so gpsd will
do nothing.

Oh, my. 3.17 is 6 years old! Update to something from this decade.
Next time, save yourself a lot of work and just run gpsdebuginfo and
send us the results.
