doc/ms.ms: Relocate footnote parameter discussion.
(Document control settings): ...from here.
(Footnotes): ...to here.
Except for the note explaining when changes to \*[FR] take effect; this
elaborates the "special" notation in the parameter table.
(Unfortunately, it also duplicates the sentence.)
