    [ms]: Relocate material in docs.
    
    Move discussion of `TC-MARGIN` and `TC-LEADER` to follow the discussion
    of the new groff ms macros for table of contents production (which
    presently only exists in the man page--but that will change).  These
    settings apply to either style of TOC entry.
