    [doc,man]: Document `-U` option's effect on `cf`.
    
    Continues commit f0ef2a7074, 8 December.
    
    Also I mildly prefer to say "the formatter" when describing something
    that applies fairly generally to *roff implementations, and "GNU troff"
    for our extensions and other less universal behavior.
