[Groff] announcing groff version 1.16.1

[The various gnu.announce groups still don't work (i.e., news posted
to them are not forwarded to local newsreaders -- neither here in
Japan, nor in Germany or Austria, for example)!  Is there somebody who
has enough newsgroups knowledge to finally fix this?]

This is the announcement of groff version 1.16.1.  Please post it to
the relevant GNU newsgroups.

                         GROFF version 1.16.1


A new version of the GNU troff document formatting system is available.

This is a bugfix release only with no user-visible changes.

As usual, groff-1.16.1.tar.gz can be found at

                     ftp://ftp.gnu.org/gnu/groff

and soon on its mirrors worldwide.

A diff file (groff-1.16-1.16.1.diff.gz) and an xdelta file
(groff-1.16-1.16.1.tar.gz.xdelta) are available also.
