[Groff] Dueling versions of GROFF for Windows

I detect two different versions of GGROFF for Win32 platforms around.

1. WinGROFF, http://www.cs.vu.nl/~tmgil/misc/wingroff.html seems to have
been first. It's at version 1.15. It appears to be blessed by gnu.org
somehow, because this is the version you get to by starting at gnu.org's
website. I am running it now and it works OK.

2. There is also a cygwin version at
ftp://ftp.franken.de/pub/win32/develop/gnuwin32/cygwin
/porters/Zeelenberg_Kees/B20/index.html which seems to be at 1.16.

Can anyone comment on the relative merits of these two versions of GROFF
for Windows?
