This particular problem can be solved easily by saying
groff <your macro package(s)> -mpsnew ...
Nevertheless, the general solution is to write a proper input encoding
file to map Latin-2 to glyph names; something like
.char Ł \[/L]
.char ł \[/l]
...
(and inventing glyph names if necessary). In combination with
properly added Polish PS fonts this should work as expected.
