I don't use them myself but wouldn't some of the more recent word
processors have an `import HTML' option that has varying success? It
might cope well with -Thtml output and that would give tables,
equations, etc., as images although I realise this might not meet the
requirement.
As for a new backend, would Rich Text Format, RTF, be a suitable
format? Although it's from Microsoft they do write a specification for
it; although I've heard their own tools break/extend it.

Nearly all word processors cope with RTF input, although to different
levels.
