[Groff] License directory

The groff sources use 3 copyleft schemes, GPL, LGPL, and FDL.
So far 2 of these are kept in the top directory as COPYING
and FDL.TXT.  This situation is unsatisfactory.

I propose to make a top-level directory called COPYING and
place all 3 copylefts there, using the same names as at
www.gnu.org/copyleft:

gpl.txt, fdl.txt, lesser.txt

The source files could be adapted to refer to this location
by and by.
