[Groff] .eo and comments

The book `Unix Text Processing' says:

  As far as we can tell by experiment, turning the escape character
  off entirely with .eo does not affect the comment sequence \"; ...

So the following

  .eo
  This\" is a test.
  .ec
  This\" is a test.

shall apparently produce

  This This

Can someone please test this with UNIX troff?  groff behaves
differently, i.e., it yields

  This\" is a test.  This

which I consider the correct processing.  I won't change groff's
behaviour, but I want to document the difference properly.
