[Groff] Draft paper: "Writing Effective Manual Pages," v0.6

Much has stayed the same, much has changed. There are almost 
certainly things that need to be added or changed, and it's time to find 
out what. :-)

In the next draft, I'd like to discuss using the -mwww macros to improve 
HTML output and talk about the sections (and how they wander around 
in certain versions of Unix).
