That URL worked for me, yesterday and today. I've been having trouble
with {cm,plan9}.bell-labs.com recently and then found that 46.0.0.0/8
was being discarded due to recent DoS attacks from Russia. That's been
reverted recently after I pointed out it's not all RU but some GB and
others too. So you may want to try accessing it from other IP addresses
in case yours is in another set being discarded. Or just trust
