Eric Raymond has been working on a program called doclifter to turn man
pages into DocBook. A daft idea, and one which the slow death of XML
and DocBook should ensure never gains traction. :-)
However, he sent patches a few years ago to many open-source projects to
fix issues with their man pages which doclifter spotted. You may find
it has the ability to report these as part of its interface.
