OK, this turns out to be a bigger job than I expected: there are 62
open bug reports in this category. A few already have an "In
Progress" or "Need Info" status, but the majority of them would need
to have the patches evaluated and acted upon as appropriate, and this
may be more than can be reasonably triaged before the release.
In addition to the 42 that already have "patch" somewhere in the summary:
http://savannah.gnu.org/bugs/index.php?go_report=Apply&group=groff&func=browse&report_id=101&status_id=1&resolution_id=0&summary=patch
another 20 are not so marked, but have a patch in an attachment, in a
comment, or at the end of a hyperlink:

http://savannah.gnu.org/bugs/?42515
http://savannah.gnu.org/bugs/?42978
http://savannah.gnu.org/bugs/?43541
http://savannah.gnu.org/bugs/?44018
http://savannah.gnu.org/bugs/?44289
http://savannah.gnu.org/bugs/?45034
http://savannah.gnu.org/bugs/?51065
http://savannah.gnu.org/bugs/?51303
http://savannah.gnu.org/bugs/?55091
http://savannah.gnu.org/bugs/?55297
http://savannah.gnu.org/bugs/?55299
http://savannah.gnu.org/bugs/?55320
http://savannah.gnu.org/bugs/?55335
http://savannah.gnu.org/bugs/?55449
http://savannah.gnu.org/bugs/?55557
http://savannah.gnu.org/bugs/?55695
http://savannah.gnu.org/bugs/?55789
http://savannah.gnu.org/bugs/?56694
http://savannah.gnu.org/bugs/?57218
My search was not exhaustive, but I'd be surprised if I missed more
than one or two. And 62 is probably plenty for now anyway.
