This is a bug in groff's MM. Irrespective of the type of display, the Equation number argument to .EQ should display on the right margin.
I have decade's of files tht I need to have work correctly wirh groff without editing things.
In particular, I have a 40+ page tutorial on using groff with MM from the 90s that worked perfectly on an old SUN workstation with the MM macros. SUN's used AT&T's troff with the original Bell Lab's MM. I am trying to get the source code to display like it did when it was first written and will open-source it when I have finished sorting out the issues.
