It shipped, eventually, in groff 1.23.0 six months ago.

Dorai Sitaram took care of this at the time.

In October of last year I added several more.

* rfc1345.tmac: Add Vim digraphs W`, w`, Y`, y`, oo, 4', and =e.

I reckon those will ship in groff 1.24.0.

This is exactly the approach we took.  :)
