    gnu: crda: Fix cross-compilation

    * gnu/packages/linux.scm (crda)[arguments]: Patch Makefile to use cross
pkg-config when cross-compiling. Also search for wireless-regdb in both
native-inputs and inputs. Set CC variable to cross-compiler when
    cross-compiling.
