Guix is a purely user-space thing: a package manager, and a distribution
of user-space programs.
It requires to have the daemon running as root (see
<http://www.gnu.org/software/guix/manual/guix.html#Setting-Up-the-Daemon>),
and then Guix tools connect to it.

Adding packages is always welcome, yes!
I don’t think that would suffice as a GSoC project though.
