Maybe it is not an reproducible failure?
I have seen someone else state this failure, but I have yet to experience it:

On a different host, x86_64 aswell, was able to build the 2.13.4 -> 2.14.x
upgrade
with grafts, and also with '--fallback --check --no-grafts':
