Excited about some of the new packages in core-updates, I tried booting both a reconfigured system installation and a vm-image, both hang at/after displaying the message:
populating /etc from /gnu/store/[..]-etc...
I tested this with gnu/system/examples/vm-image.tmpl and core-updates@353191ec4
