I just send a two-patch series[0] that allows this to be solved.  If it
is merged, it will allow to do the following:

(modify-services (operating-system-user-services %basic-os)
  (mingetty-service-type config =>
                         (mingetty-configuration
                          (inherit config)
                          (auto-login "user")
                          (shepherd-requirement
                           (cons 'dbus-system

                                  config))))))

At least in QEMU it seems to solve the issue.
