ci.guix.gnu.org stuck for aarch64-linux?

Hi Guix,

on aarch64-linux we are missing inkscape, gtk+ v3, python 3, etc.  The
builds appear to have been stuck for days.  Manually building the
derivations on ci.guix.gnu.org fails unceremoniously with errors like
"too many files open".

Last I checked the aarch64 nodes connected to ci.guix.gnu.org were busy
building Rust things.

In the meantime some of the builds appear to have been completed, but
ci.guix.gnu.org still shows them as "scheduled" with no apparent
progress for days.
