The statutes were constructed in a way that the SAC members' identity would
not be sent to the French administration. Usually they ask only for names
of Presidents, Secretaries and Treasurers.
So the idea was to only send the identity of the Presidency and the Treasury
to the administration, which we have done in the past. This is actually the
reason these functions exist (compared to Aquilenet with a fully collective
representation). See Article 8 "The Board" in its English translation:
"The Presidency and the Treasury represent the Association in all acts of civil
life.
They are entitled to express themselves in the name of the Association towards
their
interlocutors and the media, to act in court in the name of the Association as
well as to
make any opposition towards any administration, in particular in fiscal
matters, and to
open a bank or post account."
So one can reasonably argue that these "are in charge of the administration".
So towards the outer world, the Board represents the association; in our
inner functioning, all power to the SAC.
I am not a lawyer, so I cannot be sure if this was the correct way of doing
things; but there have not been any problems in the past.
