[bug#71832] [PATCH v4 0/3] Add nss-rapid; update Librewolf to 128.0-2

- Rebases to integrate #71832.
- Update Librewolf to 128.0-2, the current version.
- Update nss-rapid to 3.102, the current rapid release version.
- Add the skr locale, needed by Firefox 128.x, which is Librewolf’s upstream.
