We had the discussion earlier, IMHO GNU Heath adds modules to a standard 
Tryton, by this it should follow the Tryton-Installation rules.

The openSUSE packages follow this approach (seems I need to make this more 
clear in the documentation....), as Tryton can be used idependent from GNU 
Health.....

So you will find the language files under 
/usr/lib/python/site-packages/trytond/modules/country/locale

In my GNU Health Virtualbox this is:

Each GNU Health module has ist locales under:
/usr/lib/python/site-packages/trytond/modules/health/locale
