Under Financial - Configuration - Journal - Journal

Create a new journal with the type situation. 

Enter your moves by clicking on:

Financial - Entries - Account Moves - New

You should specify the journal, the date and the period.

I assume that you already have your chart of account and your fiscal year properly configured.
