flex/lex bison/yacc for windows

i have two files "main.l" and "main.y" . there s no problem wiht it in linux. 
but i want to port it to windows.
i use a tool called "pargen". but it just formed a skeleton ,didnt make a 
complete transition. is there anyone who experienced this case ? 

ps:and i also try to compile my program in cygwin but i still have problems.
