On debian, the package is bison-doc:
$ apt-file list bison-doc
bison-doc: /usr/share/doc-base/bison
bison-doc: /usr/share/doc/bison-doc/bison.pdf.gz
bison-doc: /usr/share/doc/bison-doc/changelog.Debian.gz
