This works fine for me:
control:
actionsequence = ( shellcommands )
Split = ( " " ) # or , or ; or & of whatever
url = ( "ftp://ftp.iu.hio.no/pub/cfengine/cfengine-2.0.3.tar.gz" )
shellcommands:
"/bin/echo GET $(url)"
