cfagent.conf distribution

Hi

I'm using a mininal "update.conf" to bootstrap clients into taking orders 
from the main cfengine server.  The problem I'm having, and this may be a 
conceptual problem, is how to distribute other config files, particularly 
cfagent.conf

It my cfagent.conf, I have one task which simply udpates /etc/hosts from a 
master file. This works just fine.  I don't see how this mechanism could be 
used to distribute the  cfagent.conf file itself though.  The good old 
chicken and egg scenario.

Any thoughts?
