how exactly does import: work?

I'm a bit confused by the way the import: directive works.  

* WHEN does importing happen?  Before anything in "actionsequence"?
After?  At parse time, wherever in the config file the "import:"
directive occurs?

* If I do:

import:
        foo.cf

Which control: stanza (e.g. actionsequence) is used?  The one from the
current file?  The one from "foo.cf"?  

Help!
