default backup option for copy

When using Repository = ( backupdir ) the copy action
appears to backup not just the modified files, but also
their earlier backups.  Our Repository is littered with
files of the form:

_file.cfsaved
_backupdir__file.cfsaved.cfsaved
_backupdir__backupdir_file.cfsaved.cfsaved.cfsaved
...


Is there a way to globally set the backup option to the
copy action command to something other than 'true'?

We are running cfengine-2.0.8p1 on RedHat 7.3
