Copy Directive Create Directories?

Does cfengine-2.08p1 create directories if it recursively copies from
a remote host, and the directory doesn't exist on the recieving host?
I have the following config.
/export/home/bseppanen/j2re1.4.2_04
dest=/usr/local/j2re1.4.2_04
server=192.168.1.1
trustkey=true
encrypt=true
type=sum
recurse=inf
On the receiving host the directory /usr/local exists but
/usr/local/j2re1.4.2_04 does not exist. will a recursive copy create
j2re1.4.2_04 or will it dump the contents of into /usr/local?
I tried this on one host and it appeared to not create the initial
j2re1.4.2_04 directory but all others after that. But it may have been
my configuration was foobared... Any help appreciated.
