I should've been clearer. We get our servers with the OS
preinstalled by a hosting company. The SSH is necessary to kick off the
script for the first time (think of it as a post-install kickstart). This
script on the remote machine basically installs cfengine and runs it. I
don't use ssh to transfer the key; cfengine does this. SSH just kicks off
the initial cfengine run.
