cfrun not authenticating to client

Now that I've gotten a little bit further, I've got another issue...
Thanks for bearing with all the problems I'm having. It's
probably somewhere in my config...
host1: client
host2: policy master
When attempting 'cfrun host1' from host2, I get the following:
host2: (on the command line)
root@host2:/var/cfengine/ppkeys# cfrun host1
cfrun(0): .......... [ Hailing host1.mandtbank.com ]
..........
Host authentication failed. Did you forget the domain name or IP/DNS
address

I have a public key from host1 on host2 and from host2 on host1. I am
able to
run cfagent on host1 and pick up the modifications provided to host1 by
host2.
I have a cfrun.hosts file on host2 with host1 ip address in it.
