So, If I have a timeline of:
T+0: edit the source to be A
T+1: run cfengine
T+2: Edit the source to be B
T+3: Edit the destination to be C
T+4: Run cfengine
What is the expected contents of the destination?

The destination file can be altered as many times as you like. The
copying only occurs if the *source* is altered last.
