Lists in copy action

I need lists in copy stanzas, like so:

control:
        filelist = ( a:b:c:d )

copy:
        /foo/bar/${filelist}
                dest=/etc/something/${filelist}
                server=cfserver
----->8-----

(The first person to suggest m4 gets hurt <grin>)

I'm prepared to commit some time to coding this up myself, but have no
comfort zone with the cfengine codebase.  Would anyone be willing to give me
some starting pointers as to where I should be looking to add this sort of
thing?
