timeout on rsync of address@hidden::var-lib-debbugs

Hello,

for issues.guix.gnu.org / 141.80.181.40 we’ve been granted rsync access
to the raw debbugs mail data.  A couple of days ago we noticed that
rsync access keeps timing out intermittently.

We aren’t sure yet if this is due to a change in the firewall at the
data centre or due to a change on the debbugs side.

Could you please confirm that rsync access is still granted to the IP
above?
