I am able to build Emacs using the latest versions of the
mingw32 tools. Either something is not right with
your setup, or you are doing soemthing wrong. Please
ensure you are following the instructions in nt/README
exactly, to the letter. This includes NOT using msys,
since that is not mentioned there.
